On May 9 – 10, 2018, the World Intellectual Property Office in collaboration with the Patent Office of the Republic of Latvia organized a regional seminar on the Development and Implementation of National IP Strategies, which brought together representatives from 17 Central European and Baltic states. 

The purpose of the seminar was to have an in-depth discussion with countries in the CEBS Region, about the main objectives of National IP Strategies, focusing on: IP governance; boosting inventive and innovative activities of universities, research institutions and SME’s; IP enforcement; current challenges of the copyright framework; new initiatives on IP awareness raising and IP teaching. The second part of the event was dedicated to sharing experiences on the implementation of the national IP Strategies – the most effective mechanisms for monitoring the implementation and recommendations for the future.

The director of the Latvian Patent Office stated: “The dialogue between the Central European and Baltic countries on aspects of the development and implementation of intellectual property strategies of their countries is very important, especially for those countries that do not have their intellectual property strategy yet or which are at the beginning of its development. Latvia has invested a lot in its intellectual property strategy and now we are working on its implementation in practice.”

Guest panelists included representatives from the WIPO – Ms. Tamara Nanayakara and Mr. Thomas Dillon, as well as Mr. Alfred Radauer, a senior consultant of the international research agency “Technopolis”, who gave a presentation on the research on effective intellectual property support mechanisms for small and medium sized enterprises. Mr. Andrea Basso, a chief technology officer from the “Mito Technology”, gave a useful presentation on the IP management of research outputs by universities and research institutions. One of the main panelists at the seminar was Mr. Ron Marchant, a former chief executive of the UK Patent Office, with an extensive expertise on the development and implementation of national IP strategies. Mr. Marchant was leading several panels at the seminar, and gave a very useful presentation on the role of the modern IP office.
